Mr. Truman’s recent speech to the Nation and his message to Congress, in which he stressed the need for further foreign aid, were somewhat different in approach. The speech to the Nation was delivered in a popular vein. On the other hand, the message to Congress was a more detailed and, on the surface at least, a more thorough analysis of the contemplated program. Both presentations, however, attempted to justify the President’s particular program by limiting the number of alternatives available forconsideration.
