Mr. Truman’s recent speech to the Nation and his message to Congress, in which he stressed the need for further foreign aid, were somewhat different in approach. The speech to the Nation was delivered in a popular vein. Both presentations, however, attempted to justify the President’s particular program by limiting the number of alternatives available forconsideration.
