Instead, Flagstaff was named No. 3 by the American Institute of Economic Research, a group whose mere name suggests statistical-based, if not irrefutable, findings. Flagstaff finished behind top college town Boulder, Colo. (University of Colorado) and Champaign-Urbana, Ill. (University of Illinois).
